Meanwhile, Ecuador announced plans to extradite Dario Penafiel, known by the alias "Topo," to the United States. Penafiel allegedly maintained close working relationships with Adolfo Macias, also known as "Fito," who is considered one of Ecuador's most powerful drug lords.
